Then a squad of paramedics arrive then a squad of firefighters arrive too.
You order to paramedics to heal guards and you order to firefighters to go Cell Block D to stop the fire.
You rolled 9 for paramedics! 9 Guards has succeeded to "wake up"!
Unfortunately one guard had to go hospital.
You try to contact the firefighters via radio, they seem not responding.
You hear:

Prisoner 1 (Unknown): Alright, we try to search him. Meanwhile I'll take the radio if incase we lose each other.
*They proceed to run away with the radio*

C. Put the prison on lockdown and make it a free fire zone, direct all prisoners who aren't rioting to their cells, guards spotting a prisoner outside of their cell are allowed to shoot them. After that command is ordered, find a gun and head to the armory

You put the prison on lockdown and you made it a FreeFire place.
You order to prisoners to go in their cells if they aren't rioting.
You allow to guards shoot/beat up any prisoners out of cells.
Guards try to find a gun somewhere.
You rolled 6! They just found a revolver with some bullets in!
Guards heads at armory, and they meet up with 6 Rioters!
Guards shoots them. You rolled 9! They managed to knock them out, and some died.
