What is "snitching?" Snitching is when a prisoner tells a guard, or says in public, that another prisoner is rebelling, thus letting guards know that said prisoner is rebelling.

I have seen quite a few prisoners do this. It is gamethrowing, just like a guard itemplanting for prisoners, which is against the rules. Why isn't snitching, another form of gamethrowing for the prisoners, bannable?

I find that it's up to the guards to trust a hint (in order to decide whether it's sincere or not), and usually it's the own prisoner's fault for telling the others where he is.
Just saying "someone's rioting," I don't think, is enough to count as snitching.

Also, that most of the time prisoners 'false snitch', where they'll say a bunch of locations and hence the guards will never really know.
This isn't really cheating or game-breaking, and in fact is part of the gameplay, so I don't feel that it should be made against the rules.

It's best to keep as many game play options available as possible. The Prisoners are really allowed to do whatever they want, it would be a bad idea to restrict them from doing certain things.

Wouldn't it be rather controversial if someone got banned for "snitching" as it'd be hard to dertermine which person snitched and whether they did snitch or not? Prisoners have no rules and it should stay like that ;p

I agree with this. Prisoners being pretty much unable to break the rules apart from spam and teamkilling makes for easy moderation and smooth gameplay. I also think it's more up to the prisoner if they want to snitch or not.
