C.  Put the prison on lockdown and make it a free fire zone, direct all prisoners who aren't rioting to their cells, guards spotting a prisoner outside of their cell are allowed to shoot them.  After that command is ordered, find a gun and head to the armory

Guards try to find a gun somewhere.

Guards heads at armory, and they meet up with 6 Rioters!
